Eligibility requirements
- Age 21+
- NYC residency in one of the five boroughs, or a principal place of business in NYC
- No disqualifying history — felonies, certain misdemeanors, or disqualifying mental-health/restraining-order records
Training requirements (CCIA)
- 16 hours of in-person classroom instruction
- 2 hours of live-fire range training
- A written exam passed at 80% or higher
- Instruction from a DCJS-approved "duly authorized instructor"
Document requirements
- Valid government photo ID
- Four notarized character references — two may be family; two must be unrelated and not in law enforcement; all must be lawful US residents
- A notarized cohabitant affidavit for every person 18+ living in your home
- A list of all social media accounts for the past three years
- Proof of training completion
- Two color photos of your gun safe — one with the door open, one closed, the whole safe visible
- Proof of residence or business
Fees
Expect roughly a $340 handgun license fee plus a separate fingerprinting fee, paid to the NYPD.
